The successful Systems Engineer/SEC will be supporting development and communication of strategies, technical approaches, and plans for the Analytic Capabilities Development Organization. This task will include all activities necessary to develop near-term plans, long-term roadmaps, and any materials necessary to support program reviews at multiple levels. Portions of the task outputs may also need to be shaped as contributions to our client and other program plans. The task will include top-down and bottoms-up analysis of existing projects and efforts, existing and new analytic capabilities, partial and end-to-end threads, and directions and requirements of related programs. It will include the identification of mission and technical requirements and the development and recommendation of alternative top-level solutions to satisfy them. It may include focused research, analysis, prototyping, and modeling to support the visualization of the proposed solutions. Plans will include operational, technical, and programmatic solutions including rationale and explanation of the necessary applications, threads, data flows, mission impacts, schedules, and activities to achieve those solutions. It will also include the exploration and definition of new potential threads, applications and services only possible because of the deployment of new analytic framework. The selected Engineer/SEC's will be doing Mileston B/C work as well.
Qualifications:The successful Systems Engineer/SEC must have a Bachelors’ or Master’s degree in Electrical Engineering, Computer Science or related discipline with at least 12 years of Engineering experience in technical program management and/or as a system development team lead or at least 16 years of training and experience can be in lieu of a Bachelor’s degree (at least 50% of this experience shall be in programs with relevance to SIGINT, Communications Systems, and IT). The selected Engineer must have the following experience: The ideal candidate should have a basic understanding of end-to-end SIGINT flow, SOA, ESB technology, SIGINT site operations, Milestone B/C and/or stream processing paradigms. The selected individual should have a substantial understanding of SIGINT analysis, various workflows performed by SIGINT analysts, one or more mission threads, enterprise-wide mission management solutions, and local resource management constructs. In addition, strong system engineering, superior communications, analysis, prototyping, planning, and conceptual design skills required.

Security Clearance Requirements: US Citizen; ACTIVE TS SCI w/Lifestyle Polygraph (or within the last 24 months)
